Unfortunately, you can't. The BOLT Trailer Hitch Receiver Lock # BL7023585 that you have is permanently code to only 1 specific vehicle/key. They cannot be re-coded or re-keyed, the locks will only work with the original vehicle/key.

The lock part of the Snug Tite lock # THSTL2 can move around, this is true, but the likelihood of being able to hear it while in a moving vehicle is slim to none. It just doesn't have enough mass to make enough noise to be noticeable especially in a moving vehicle and even with the windows down. If this is the case then you would not want to lock the steering wheel up under any circumstance. Locking the wheel will prevent the front wheels from turning with the motorhome as you make turns and will just drag the car and ruin your wheels. The first thing I recommend is to contact the dealership and make sure that the dune buggy can be flat-towed. With a custom frame and body I am not certain there are base plates or adapters available for your dune buggy.

I first recommend contacting your local locksmiths to determine if they have the capability to cut the blank without having a cut key to match. The Infinite Rule # 34061071-D lock can be used to secure a hitch mounted accessory into the removable receiver used by the # 306-X7201, but to secure the removable receiver to the hitch itself, the threaded bolt included with the hitch must be used.
